本文指出了本科教学主体责任不明确存在的问题，阐述了明确本科教学主体责任、完善教学分级管理制度的措施，对学校、教务部门、二级学院、系(所)、教师以及学校相关部门在本科教学管理中的责任进行了论述。

This paper pointed out the problems resulted from in-determination of responsibility of undergraduate teaching. The indetermination of responsibility of undergraduate teaching was elaborated. Measures for improving the graded teaching manage-ment system were put forward. The responsibilities of the univer-sities, the teaching affairs departments,colleges,departments, teachers and related departments in undergraduate teaching management were discussed.
