本研究借助自编民办幼儿园发展现状调查问卷对黑河市民办幼儿园教师进行问卷调查，调查发现黑河市民办幼儿园的发展中存在的办园的物质条件较差、规模小，教师队伍不稳定、师资水平较低，幼儿园内部管理存在盲目性和随意性，主要依赖于托儿费、缺乏政策支持与资金投入等问题，在对存在问题进行分析的基础上提出解决问题的策略及建议院政府部门应加强对相关法律的宣传力度和对民办幼儿园的监督管理；民办园自身应建立现代的管理制度。

By means of the self-made questionnaire for the de-velopment status of private kindergartens, this study made a que-stionnaire survey on private kinder garten teachers in Heihe City, and the survey found the following problems in the development of private kindergartens in Heihe City, such as poor material conditions, small scale, instable and poor teaching staffs, aimless and random internal management of kindergartens, relying main-ly on childcare charges and lacking policy support and fund in-vestment. Based on analyzing the problems, problem-solving strategies and suggestions were proposed: government depart-ments should enhance the publicity of related laws and the su-pervision and management of private kindergartens; private kindergartens themselves should establish modern management systems.
