在分析水资源管理“三条红线”的内涵及其相互关系的基础上,遵循科学性、系统性、可操作性、完备性等原则,构建了包含目标层、准则层、指标层3个层次结构的指标体系,运用德尔菲法和主成分分析法对指标进行优选,最终确立了由水资源开发利用控制、用水效率控制、水功能区限制纳污3个准则、10个指标组成的水资源管理“三条红线”控制指标体系。

Based on analysis of the connotation of “Three Red Lines” for water resources management and the relationship between the “Three Red Lines”, we constructed a control index system , which includes a target layer , a criterion layer , and an index layer , following the principles of scientificity , systematization , operability , and completeness.Finally, a control index system consisting of three criteria , i.e., the control of the development and utilization of water resources , the control of the efficiency of water consumption , and the restriction of pollutants in water functional areas , and ten indices , was established through optimization of the indices using the Delphi method and principal component analysis .
