在分析水资源管理“三条红线”的内涵及其相互关系的基础上，遵循科学性、系统性、可操作性、完备性等原则，构建了包含目标层、准则层、指标层3个层次结构的指标体系，运用德尔菲法和主成分分析法对指标进行优选，最终确立了由水资源开发利用控制、用水效率控制、水功能区限制纳污3个准则、10个指标组成的水资源管理“三条红线”控制指标体系。
在分析水資源管理“三條紅線”的內涵及其相互關繫的基礎上，遵循科學性、繫統性、可操作性、完備性等原則，構建瞭包含目標層、準則層、指標層3箇層次結構的指標體繫，運用德爾菲法和主成分分析法對指標進行優選，最終確立瞭由水資源開髮利用控製、用水效率控製、水功能區限製納汙3箇準則、10箇指標組成的水資源管理“三條紅線”控製指標體繫。
재분석수자원관리“삼조홍선”적내함급기상호관계적기출상，준순과학성、계통성、가조작성、완비성등원칙，구건료포함목표층、준칙층、지표층3개층차결구적지표체계，운용덕이비법화주성분분석법대지표진행우선，최종학립료유수자원개발이용공제、용수효솔공제、수공능구한제납오3개준칙、10개지표조성적수자원관리“삼조홍선”공제지표체계。
Based on analysis of the connotation of “Three Red Lines” for water resources management and the relationship between the “Three Red Lines”, we constructed a control index system , which includes a target layer , a criterion layer , and an index layer , following the principles of scientificity , systematization , operability , and completeness.Finally, a control index system consisting of three criteria , i.e., the control of the development and utilization of water resources , the control of the efficiency of water consumption , and the restriction of pollutants in water functional areas , and ten indices , was established through optimization of the indices using the Delphi method and principal component analysis .
