主权与人权的关系是复杂的，以往的讨论总是基于一种统一的视角，从一种综合的角度来认识它，这种认识虽是必要的，却往往陷于笼统和牵强。如果我们转换一下角度，从理论与实践、抽象与具体、理想与现实的视角---即从它们各自的立论基础来进行讨论，也许对其认识会更加准确到位。

The relationship between sovereignty and human rights is complex.Previous discussions on it always based on the perspective of a unified perspective,understand it from a comprehensive perspective,these discussions often become in gen-eral and far-fetched,although this understanding is necessary.If we change perspective,that is,from the perspective of the theory and practice,abstract and concrete,ideal and reality,namely,we discuss on it from their respective theoretical founda-tion,the understanding of it might be more accurate.
