我国农牧交错地带因文化差异、社会动荡、法律欠缺等原因，长期存在滥垦滥伐、超载过牧现象，导致该地区土地严重退化，环境持续恶化，成为我国经济落后地，北方风沙源地。我国土地法主要以城市土地调整和耕地保护为立法重心，而草原法主要以调整纯牧业区的草原为重要任务。目前，我国土地法律在农牧交错带土地保护的实施上，存在重大的法律漏洞和内容上的不一致性。根据农牧交错地带的特殊社会、经济、自然环境，对土地管理法和草原法的相关内容进行调整，建立健全的土地管理机制，才能对该地区的土地保护提供有效的法律保障。

T here are a variety of phenomena of excessive logging and deforestation in farming -pastoral zone of our country for a long time because of cultural differences ,social unrest and law defect ,w hich induced degen-eration of land ,environment worsening in the region ,and became economically backward regions in our country and sand source .The legislation center of the land law in our country are the adjustment of urban land and the protection of cultivated land ,but the important mission of the grassland law is adjusting the grassland in pure pastoral areas .At present ,there is big legal loophole and inconsistencies in the land law in our country in the as-pects of enforcement of land conservation in farming -pastoral zone .Adjusting the relevant content of the land administration law and the grassland law according to special social ,economic and natural environment in farm-ing -pastoral zone ,and establishing sound land management mechanism can provide effective legal protection to land conservation in the region .
