宣传思想文化工作本质上就是群众工作，推促大众文化服务于宣传思想文化工作，遵循了党的群众路线“以人为本，服务群众”的工作宗旨和“从群众来到群众去”的工作方法；借鉴大众文化的特点，以大众文化为载体，创新宣传思想文化工作的内容、方式方法及工作机制；在借鉴大众文化创新宣传思想文化工作的过程中，还应注重扬长避短、科学转换以及主流介入和积极引导，切实提高宣传思想文化工作的实效性。
선전사상문화공작본질상취시군음공작，추촉대음문화복무우선전사상문화공작，준순료당적군음로선“이인위본，복무군음”적공작종지화“종군음래도군음거”적공작방법；차감대음문화적특점，이대음문화위재체，창신선전사상문화공작적내용、방식방법급공작궤제；재차감대음문화창신선전사상문화공작적과정중，환응주중양장피단、과학전환이급주류개입화적겁인도，절실제고선전사상문화공작적실효성。
