把权力关进制度笼子，让权力在阳光下运行，是党的十八届三中全会之后中国社会的主要诉求之一。政府权力来源于宪法和法律的授权，为政府权力设定法律界限就是最好的“制度笼子”。行政法是控制和规范行政权力的重要机制，为政府权力的运行设定法律界限，规定了政府权力的边界范围和条件限制。政府权力的边界在于：职权法定、权利保障、行政责任；政府权力的限制在于：程序正当、合理行政、规范行政自由裁量权。

Putting the power into system cage and letting it run in the sun , which is one of the main demands of Chinese society after the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China .Government power is authorized by the Constitution and laws , and the best “system cage” for it is setting le-gal boundaries .Administrative law is the important mechanism to control and standardize administrative power , which defines the boundaries and constraints for government power , sets the legal boundaries for the operation of government power .The boundaries of government power are power authorization , power guarantee and administra-tive responsibility .The constraints of government power are due process , rational administration and standardized administrative discretion .
