为了进一步推动高校附属医院的人事制度改革,提高医疗技术人员整体素质,2005年中山大学出台了《改革附属医院接收应届毕业生办法》,从2005年起重点高校应届毕业生到医院工作先作为流动编制人员,与医院签订聘用合同,经过工作二至三年后,医院再根据转正考核程序择优选拔流动编制人员转为固定编制人员。本文阐述了流动编制转正考核的实施和效果,分析转正考核的不足,并就如何更好地完善流动编制转正考核提出对策建议。

In order to further promote the reform of the human resource system in university affiliated hospitals and improve the overall quality of medical technicians, Sun Yat-sen University introduced the"Reform on Employment of New Graduates in Affiliated Hospitals", which said that from 2005 onwards, graduates employed by hospital should initially work as contract worker. After two to three years' work, the hospital selects best of them to be regular worker according to assessment of permanent status obtainment. This article describes the implementation and effects of the assessment, analyzes its shortage and provides suggestion on how to improve it.
