法治思维的承载主体应作广义的理解，包括党政干部、法律职业者和普通民众。这些主体在实现法治思维方面各自存在一些突出问题：畸形的政绩观扭曲了党政干部的法治思维，对实质法治观的盲从消解了法律职业者的法治思维，法律信任的缺失和体制外维权的盛行也影响着普通民众的法治思维的形成，为此需要建立健全以法治评价体系为主导的干部政绩考核机制，以形式法治的思维主导法律职业者的法律适用行为，重建普通民众的法律信任，畅通其维权渠道，以促进法治思维的真正实现。
法治思維的承載主體應作廣義的理解，包括黨政榦部、法律職業者和普通民衆。這些主體在實現法治思維方麵各自存在一些突齣問題：畸形的政績觀扭麯瞭黨政榦部的法治思維，對實質法治觀的盲從消解瞭法律職業者的法治思維，法律信任的缺失和體製外維權的盛行也影響著普通民衆的法治思維的形成，為此需要建立健全以法治評價體繫為主導的榦部政績攷覈機製，以形式法治的思維主導法律職業者的法律適用行為，重建普通民衆的法律信任，暢通其維權渠道，以促進法治思維的真正實現。
법치사유적승재주체응작엄의적리해，포괄당정간부、법률직업자화보통민음。저사주체재실현법치사유방면각자존재일사돌출문제：기형적정적관뉴곡료당정간부적법치사유，대실질법치관적맹종소해료법률직업자적법치사유，법률신임적결실화체제외유권적성행야영향착보통민음적법치사유적형성，위차수요건립건전이법치평개체계위주도적간부정적고핵궤제，이형식법치적사유주도법률직업자적법률괄용행위，중건보통민음적법률신임，창통기유권거도，이촉진법치사유적진정실현。
The thinking subject of the rule of law thinking should be comprehended in a broad sense,including party and administrative cadres,legal professionals and ordinary people.There are some outstanding problems in the realization of the rule of law thinking among these subjects.The abnormal conceptions about the political a-chievements have contorted the rule of law thinking of party and administrative cadres.Blind obedience to the sub-stantive rule of law concept has counteract the rule of law thinking of legal professionals.Lack of legal faith and the prevalence of safeguarding legal rights outside system has some influence in the formation of ordinary people′s rule of law thinking.We should establish and improve cadre achievement assessment mechanism which is dominated by the rule of law evaluation system,and restrain legal professional′s law application behavior by the formal rule of law thinking.We should rebuild ordinary people′s legal trust and unclog their channel of safeguarding legal rights.By these means,we can promote the full implementation of the rule of law thinking.
