基于对湖北省孔镇的问卷调查，运用有序Logistic回归模型，考察了农民对新农保制度的评价。将样本农民分为适龄参保群体和已受益群体，从农民群体分异视角，探讨影响农民制度评价的内在机理。调查发现，农民对新农保制度倾向正向评价，其中已受益群体更倾向正向评价新农保。回归结果显示，影响农民对新农保制度评价的因素存在明显的群体分异：影响适龄参保群体对新农保制度评价的因素主要为年龄、身体健康状况、政治身份、收入来源、收入水平和新农保在改善贫困老年人生活方面作用的认知，而影响已受益群体对新农保制度评价的因素主要为身体健康状况、居住方式、子女孝顺与否、对新农保的了解程度、新农保待遇与本地老年人基本生活需要差距的认知和新农保在改善贫困老年人生活方面作用的认知，其中身体健康状况对不同受益状况群体影响的方向是相反的。

Based on a questionnaire survey from Kong Town in Hubei Province , this paper analyzes peasants ’ evaluation on New Rural Endowment Insurance ( NREI ) using Ordered Logistic Regression Model .The results show that peasants tend to show positive attitudes toward the NREI , especially the peasants who have benefited from it .The regression results show that the influencing factors are different between two benefit groups ’ evaluation on NREI .The influencing factors of peasants ’ evaluation on NREI who could buy NREI are age , physical health , political identity , source of income , income level and cognition on the role of NREI to improve the living standards of elderly poverty .The influencing factors of peasants ’ evaluation on NREI who have benefited from NREI are physical health , resident manner , children filial piety or not , degree of understanding NREI, cognition on the gap between NREI benefits and the basic living need of local elderly and cognition on the role of NREI to improve living standards of elderly poverty .The influence direction of physical health of different benefit groups is opposite .
