近年来，政策性贷款在贫困地区得到了有效贯彻实施，在培育扶持重点支柱产业、发展壮大扶贫特色产业、有效缓解贫困群众生产资金短缺问题中发挥了积极作用。但同时也存在着政策性贷款的政策性与金融机构的商业化运作之间的矛盾，影响了金融机构发放政策性贷款的积极性。本文就此问题选择泾川县为例，对政策性贷款发放成效展开调查，针对此问题提出了相关政策建议，以期今后能够更加有效地发挥政策性贷款的政策效应。

In recent years, the policy-based loans in poor areas has been effectively implemented, which plays an active role in cul-tivating and supporting key pillar industries, developing poverty alleviation industries with their own characteristic, and effectively eas-ing the problem of lack of production funds. But at the same time, there still exists the contradiction between the policy objective of policy-based loans and the commercial operations of financial institutions, which will influence the enthusiasm that the financial insti-tutions provide policy-based loans. Taking Jingchuan county as an example, the paper makes an investigate on the effectiveness of pol-icy loans, and puts forward some targeted policy suggestions hoping to more effectively bring the policy-based loans into play.
