契丹在唐朝时期可分为外蕃与內蕃两部分。在唐朝羁縻统治下的契丹八部称为外蕃契丹，被唐朝编入户籍独立于八部之外的契丹部落是为內蕃契丹。根据北方政局的变化，唐太宗对外蕃契丹建立羁縻州府加以安抚。唐高宗与武则天在此基础上，采取武力镇压与实行质子制度。唐玄宗在前任统治者的基础上与外蕃契丹进行和亲，同时在其内部任命衙官分割联盟长的权力。唐朝将內蕃契丹编入到国家户籍当中，承担租庸调等义务，并在适当情况下采取移民政策，与外蕃契丹保持分离。这样既能发挥外蕃契丹保疆扩土的职能，又能起到分化契丹族整体势力的作用，最终壮大唐朝的实力。

In the TangDynasty,Khitan comprised internal Khitan and external Khitan.External Khitan which is TangDynasty, used Jimi policy for eight Khitan trible. Internal Khitan which is not only incorpo-rated in the TangDynasty registration ,but also is independent of eight Khitan trible.According to the north in the form of changes,TangTaizong implemented Jimi policy for the external Khitan.TangGaozong and WuZetian carried out military striake and hostange stystem.On the basis of the former,TangXuanzong uti-lized intermarriange policy and set up ya officials to disintegrated the external Khitan.TangDynasty incorpo-rated internal Khitan into state household registration to leased obligations and others commitments yong tone,as well as adopt immigration policy inappropriate cases and kept spearate outer external Khitan.It is that external Khitan could defened TangDynasty safety,at the same time,it can weakened Khitan force.At last,it make TangDynasty more stronger.
