中政会作为党与政府的连锁机关，是国民党政治的重要组成部分，其行政效率如何，直接影响着国民党及整个政治体制。笔者从中政会委员人数、委员兼职及会议体制三方面，对制约中政会行政效率的要素展开宏观与微观分析，揭示中政会会而不议、议而不决、决而不行的成因及其与国民党政治体制的关系。
中政會作為黨與政府的連鎖機關，是國民黨政治的重要組成部分，其行政效率如何，直接影響著國民黨及整箇政治體製。筆者從中政會委員人數、委員兼職及會議體製三方麵，對製約中政會行政效率的要素展開宏觀與微觀分析，揭示中政會會而不議、議而不決、決而不行的成因及其與國民黨政治體製的關繫。
중정회작위당여정부적련쇄궤관，시국민당정치적중요조성부분，기행정효솔여하，직접영향착국민당급정개정치체제。필자종중정회위원인수、위원겸직급회의체제삼방면，대제약중정회행정효솔적요소전개굉관여미관분석，게시중정회회이불의、의이불결、결이불행적성인급기여국민당정치체제적관계。
The Central Political Committee as a chain between the party and government organs, which is an important part of the kuomintang political. The administrative efficiency of The Central Political Committee directly affect the operation of the kuomintang and the entire political system. This article discusses three aspects from the number of members, committee members part-time and conference system, through the analysis to the administrative efficiency restricting factors in the macro and micro, revealing The Central Political Committee without discuss, discuss without decisions, make decisions without execution of genesis and its relationship with the kuomintang political system.
