目的：了解上海市浦东新区社区卫生服务机构的发展情况，及时发现其在医疗改革过程中存在的问题，并提出整改建议。方法采用《浦东新区社区卫生服务机构绩效评估指标体系》对上海市浦东新区所有公立社区卫生服务中心（2O11年44家；2O12年45家）的运行状况进行横断面调查，并运用SPSS 18. O统计软件对两年资料进行纵向比较分析。结果2O12年社区卫生服务机构百分制绩效得分为（83±6）分，高于2O11年的（79±6）分（t=3.24，P=O. OO2）。各维度绩效得分比较发现，2O12年机构管理、基本医疗服务得分均较2O11年升高（P<O. O5），但社会综合满意度得分下降（ P<O. O5）；公共卫生服务、中医药服务得分间差异无统计学意义（ P>O. O5）。不同区域社区卫生服务机构最终绩效得分比较，2O11年差异有统计学意义（ P<O. O5），2O12年差异无统计学意义（ P>O. O5）。两年间城区和城郊社区卫生服务机构百分制绩效得分比较，差异无统计学意义（ P>O. O5）；2O12年郊区社区卫生服务机构百分制绩效得分较2O11年升高（P<O. O5）。不同规模社区卫生服务机构百分制绩效得分比较，2O11年差异无统计学意义（P>O. O5），2O12年差异有统计学意义（P<O. O5）。两年间规模大和小社区卫生服务机构百分制绩效得分比较，差异均无统计学意义（ P>O. O5）；2O12年规模中等社区卫生服务机构百分制绩效得分较2O11年升高（ P <O. O5）。结论浦东新区社区卫生服务机构总体绩效水平不断提高，但还存在一定的提升空间，尤其是在社会综合满意度方面，同时机构的区域位置和规模大小也可能是影响绩效的因素，建议结合区域卫生发展的实际情况，有效推进家庭医生责任制服务，进一步提高社区卫生服务利用度。

Objective ThisstudyaimstounderstandthedevelopmentofcommunityhealthcareserviceinShanghai Pudong New District,find the existing problems in the health care reform process in time,and put forward improvement opinions onit.Methods TheperformanceevaluationindexsystemforcommunityhealthserviceinstitutionsinPudongNewDistrictwas applied for cross -sectional study on the operation state of all community health service institutions(44 in 2O11,and 45 in 2O12)there. The data collected were analyzed with longitudinal comparative method by using SPSS 18. O statistical analysis soft-ware.Results Theoverallperformancescoreof2O12was(83±6),whichwashigherthan2O11(79±6),withstatisticalsig-nificance(t=3. 24,P=O. OO2). Compared with 2O11,the institutional management and basic medical treatment had a higher level in 2O12(both P<O. O5),but its social satisfaction score was lower(P<O. O5),and there was no statistical difference in public health service and Chinese medicine service(P>O. O5). The performance of community health care services varied sig-nificantly in urban,suburban and rural areas in 2O11(P<O. O5),but this situation was not found in 2O12. The performance level of suburban area was higher in 2O12 than 2O11(P<O. O5). The performance of different scales health service institutions washigherin2O12than2O11,butthedifferencewasonlyfoundinmediumscaleinstitutions(P<O.O5).Conclusion Theo-verall performance level of community health service is increasing in Pudong New District,but there exists a large room for im-provement,especially in the aspect of social satisfaction. The location and size of the institutions may be the two factors that affect the performance,so we should take the health care development of Pudong New District into consideration,so as to promote the service under the responsibility system of family physicians effectively,and improve community health care service utilization at the same time.
