文章以海伦市2个高标准基本农田补建项目为例，运用DELP法和AHP法构建了基于耕地质量视角的高标准基本农田建设绩效评价指标体系和评价模型，探讨了项目区在项目实施前后的耕地质量变化情况，结果表明2个项目区的耕地质量都不同程度的提高，与实际情况高度吻合，为高标准基本农田建设项目绩效评价提供新的科学方法。
文章以海倫市2箇高標準基本農田補建項目為例，運用DELP法和AHP法構建瞭基于耕地質量視角的高標準基本農田建設績效評價指標體繫和評價模型，探討瞭項目區在項目實施前後的耕地質量變化情況，結果錶明2箇項目區的耕地質量都不同程度的提高，與實際情況高度吻閤，為高標準基本農田建設項目績效評價提供新的科學方法。

The survey provides an analysis of two well-facilitied capital farmland construction in Hailun City, constructing an index system and model of well-facilitied capital farmland construction performance-evaluation which is based on the perspective of the quality of farmland by DELP method and AHP method, discussing the quality of arable land changes of the area before and after the implementation. The results show that there are some improvements of the quality of arable land after the project in the 2 project area which has got the highly consistent results with actual situation which can offer a scientific method to judge well-facilitied capital farmland construction performance-evaluation.
