低碳建设已成为我国当前理论研究和政策实践的重点,文章通过总结我国进行低碳规划研究的背景和研究现状,提出应加强大型公共建筑区域性低碳规划目标体系和实践研究。对区域性规划的主要内容进行了界定,提出大型公共建筑区域性低碳规划应从土地利用规划、低碳环境规划、低碳建筑规划、低碳交通规划以及能源利用规划等5个方面开展;依从低碳规划前期分析、低碳目标规划、低碳方案规划三个步骤,构建大型公共建筑区域性低碳规划实现途径;对低碳规划目标选取的方法和关键要素进行分析,构建了大型公共建筑区域性低碳规划目标体系;在此基础上,以武汉国际博览中心低碳规划作为实例进行了案例分析,以期对国内大型公共建筑的区域性低碳规划实践有所裨益。

Low carbon building has become the focus of the current theory research and policy practice. Based on a summary of the background and practical study of low-carbon planning in China, this paper proposed that the target system and practical study of the regional low-carbon public buildings should be strengthened. Firstly, the content of regional planning was defined, including five parts: land use planning, low-carbon environmental planning, low-carbon construction planning, low-carbon transportation planning and energy use planning. Secondly, the implementation path of the regional low-carbon public buildings was designed to three steps low-corbon carbon planning preliminary analysis, Low carbon goal programming and Low carbon program planning. Then, this paper built up the regional low-carbon goal framework under the analysis of low-carbon planning method and key factors. On this basis, Wuhan International Expo Center was used as a case study to show the low-carbon planning practices of large-scale buildings, which will bring a big benefit for the future buildings.
