建立规范实用的武器装备采购绩效评价体系,是当前深入推进我军武器装备采购改革的迫切需要。在简要介绍平衡计分卡(balanced score card, BSC)主要内容和本质内涵的基础上,阐述基于 BSC 的武器装备采购绩效评价体系设计过程,建立了评价模型。

Currently,the driving for acquisition innovation in our army is urgently needed in es-tablishing the standard and applied performance evaluation system for the acquisition of weapons and equipments.On the basis of brief introduction of the content and essence of balanced score card (BSC),the process of performance evaluation system based on BSC is expatiated and the evaluation model are founded.
