为保证智能电能表大规模接入电网后运行的稳定、准确和可靠，国家电网公司2009年9月发布智能电能表12项企业标准，从而拉开智能电能表推广、应用的序幕。为使标准更加细化和完善，2013年国家电网公司组织对智能电能表系列标准进行了修订。修订后的标准包括型式规范、功能规范、技术规范和安全认证技术规范四个组成部分，总结2013版标准在内容方面的修订及改进，并对标准中几个颇受关注的问题做简单的解读。

In order to guarantee the running of the smart meter is stable, accurate and reliable after access to the smart grid, the SGCC has released 12 company standards in September 2009. In order to make the standards more detailed and perfect, SGCC has organized to revise the smart meter series standards in 2013. The revised standards include four parts:type specification, functional specification, technical specification and security authentication technology specification. The contents of the revision and improvement of the standards 2013 version are summarized and a simple interpretation has been done for several popular problems in the series standards.
