我国密集出台煤矿关停整合政策，形成政策阻力，难达预期效果：煤矿管理混乱，矛盾增加；政府自由裁量权大，滋生腐败；资源浪费、环境风险增加，成本提高，社会效益下降。煤矿关停整合政策还存在目标定位、合法性和方向性等问题，给我国矿业的健康可持续发展带来负面影响。

The Chinese government has already implemented the coal mine closure and integration policies that are introduced so intensively that the resistance to them grows and the related problems get more and more along with the policy implementation; the coal mine management falls into disorder to cause more contradictions; the governmental discretion is large to give rise to corruption;the resources are wasted;the environmental risks are accumulated;the costs are raised;and the social benefits are cut down. In addition, the coal mine closure and integration policies have problems on objectives, legality, and directivity, resulting in negative impacts on the sound and sustainable development of the Chinese mining industry.
