资源外交寓于国际地缘政治的长期博弈之中。地缘政治是一国对外交往所要考虑的重要因素之一。本文立足于内线周边和外线外围的地缘关系分析，总结了中国资源外交地缘政治的总体态势和潜在风险，并试图提出我国资源外交的基本思路。在全球地缘政治格局中，中国的资源外交包括内线地带和外线地带两个层次：内线由接壤的邻国以及接近的近邻组成，是中国资源外交的战略依托地带；外线由涵盖美洲、欧洲、非洲和澳洲大陆的资源生产大国和消费大国组成，是中国资源外交的战略腾挪空间。在这两个层次上，我国的地缘风险主要来自其他大国的地缘战略遏制、“走出去”战略的地缘选择权旁落、资源通道和贸易路线受制于人。要突破这些地缘限制与束缚，我国的资源外交需统筹国内、国际两个大局，分清内线、外线战略方向的轻重缓急，以周边关系为首要、以大国关系为关键、以发展中国家关系为基础，积极拓展对外友好关系的发展空间，有序扩展资源合作领域，坚定维护国家资源权益。
資源外交寓于國際地緣政治的長期博弈之中。地緣政治是一國對外交往所要攷慮的重要因素之一。本文立足于內線週邊和外線外圍的地緣關繫分析，總結瞭中國資源外交地緣政治的總體態勢和潛在風險，併試圖提齣我國資源外交的基本思路。在全毬地緣政治格跼中，中國的資源外交包括內線地帶和外線地帶兩箇層次：內線由接壤的鄰國以及接近的近鄰組成，是中國資源外交的戰略依託地帶；外線由涵蓋美洲、歐洲、非洲和澳洲大陸的資源生產大國和消費大國組成，是中國資源外交的戰略騰挪空間。在這兩箇層次上，我國的地緣風險主要來自其他大國的地緣戰略遏製、“走齣去”戰略的地緣選擇權徬落、資源通道和貿易路線受製于人。要突破這些地緣限製與束縳，我國的資源外交需統籌國內、國際兩箇大跼，分清內線、外線戰略方嚮的輕重緩急，以週邊關繫為首要、以大國關繫為關鍵、以髮展中國傢關繫為基礎，積極拓展對外友好關繫的髮展空間，有序擴展資源閤作領域，堅定維護國傢資源權益。

Resource Diplomacy exists in the long-term game in international geopolitics. Geopolitics is one of the most important factors to be considered in a country’s foreign affairs. Based on the analysis of the inside and outside relationship of geopolitics, this paper summarized the general situation and potential risks of China's resource diplomacy geopolitics, and attempted to put forward the basis idea of resource diplomacy. <br> In global geopolitics, China's resource diplomacy includes two levels, inside zone and outside zones:The inside zone is composed of bordering neighbors and close neighbors, which is the prime zone that China's resource diplomacy strategy relies on;the outside zone is composed of resource producing and consuming countries covering the America, Europe, Australia and African continents, is the strategy development space of China's resource diplomacy. <br> Of these two levels, our geopolitical risks mainly come from economic power's geopolitical strategy containment, limited in region choice in the“Going out”policy (one of the strategy policy on expand mining industry domain abroad), resource channel and trade route are controlled by other countries. <br> To break the geographical restrictions and fetters's, China's resources diplomacy needs to co-ordinate domestic and international situation, to distinguish the order of priority between the inside and outside zone strategy, to make the neighboring relationship as the primary task, to make the relations between big powers as the key issue to develop, and developing countries relations as the foundation, and expand the development space to make friendly relations with foreign countries actively, and expand resource cooperation orderly , safeguard national resource rights firmly.
