Local government bonds are investment products of the financial market as well as the financing instruments of the local government. They face risks both from fiscal and financial fields. Based on the analysis of the risk situation and legal obstacles during the process that Guangdong provincial government issues their own bonds, this paper proposes several suggestions of the construction and perfection of relevant legal mechanisms.
