从台湾地区建设工程三级品管制度的形成出发，研究台湾建设工程质量监督制度，通过建立健全建设工程质量监督法律法规体系，将设计与施工紧密结合，提高政府监管行为的公正性，推广全民监督机制等方面来提升大陆建设工程质量监督的水平。
從檯灣地區建設工程三級品管製度的形成齣髮，研究檯灣建設工程質量鑑督製度，通過建立健全建設工程質量鑑督法律法規體繫，將設計與施工緊密結閤，提高政府鑑管行為的公正性，推廣全民鑑督機製等方麵來提升大陸建設工程質量鑑督的水平。
종태만지구건설공정삼급품관제도적형성출발，연구태만건설공정질량감독제도，통과건립건전건설공정질량감독법율법규체계，장설계여시공긴밀결합，제고정부감관행위적공정성，추엄전민감독궤제등방면래제승대륙건설공정질량감독적수평。
From the formation of the third degree quality control system for construction projects in Taiwan, the construction engineering quality supervision system in Taiwan is studied. It is proposed that the laws and regulations of construction project quality supervision system showld be established and improved, and combine design with construction; improve the impartiality of government regulation behavior;popularize the national supervision mechanism and so on. Through these the level of construction engineering quality supervision in mainland will be improved.
