我国电网建设引起的环境纠纷越来越多,已经阻碍到电网的建设和发展。分析并归纳了我国输变电工程环保纠纷的主要成因,结合电网企业和公众双方存在的问题,提出了在电网建设前期及建设过程中应当采取的环保防范措施,并对输变电工程投入运行后产生的不同纠纷矛盾提出了针对性的处理方法和建议。收集国内外较为成功的纠纷诉讼处理案例,整理电网建设项目的相关实施规范和环境保护的实施标准,建立了纠纷应对法律法规和技术证据资料数据库,并结合电力 GIS 系统,开发了输变电工程电磁环保纠纷紧急应对机制信息管理系统。

The power grid construction in China causes more and more environmental disputes,which has been hampered the construction and expansion of power grid. The main causes of the environmental disputes are an-alyzed. Combining the problems of power grid enterprises and the public,it puts forward several environmental protection measures which could be taken at the early stage in the power grid construction. Also,several coun-termeasures and suggestions are proposed to dealing with the different disputes after the power transmission and transformation project operated. Based on legal disputes cases col ection at home and abroad,the imple-mentations and the environmental protection standards related to electromagnetic environmental are organized. The database including the laws and technical information of evidence to the disputes is set up. And then based on the power GlS system,an information management system is developed for emergency responses to the e-lectromagnetic environmental disputes in power transmission and transformation project.
