通过运用三阶段 DEA 模型，本文按投入、产出与环境变量三类指标，对我国31个省（市、自治区）政策性农业保险财政补贴效率进行了分析与评估，实证结果表明我国农业保险财政补贴总体效率比较高，但有九个省区的财政保费补贴效率需要改进。因此，建议从三个方面提升财政补贴效率：一是探索建立农业巨灾保险；二是扩大农业大省政策性农业保险范围；三是进一步提升中央对西部民族省份农业财政补贴比例，大力发展特色农业保险，推动高原特色农业产业化，促进农民增收。

Through the use of three stage DEA model , according to the input , output and environment variables of three types of indicator, the paper analyzes and evaluates the subsidy efficiency of agricultural insurance of 31 provinces (cities, autonomous regions ) in China.The empirical results show that the overall financial subsidy efficiency of agricultural insur -ance is high , but the premium subsidy efficiency in nine provinces needs to be improved:exploring the establishment of ag-ricultural catastrophe insurance;expanding the policy agricultural insurance coverage of agricultural big province; further enhancing the agricultural subsidy proportion to the western provinces , developing characteristic agriculture insurance , and promoting agricultural industrialization with the plateau characteristics to promote the increase of farmers ′income.
