环境规制竞争既可能促进环保，也可能导致污染转移等消极后果。国内外污染转移日益增多使得弱势地区生态环境遭到了严重的破坏，进而危害整个环境。为充分发挥各竞争主体的积极性，变消极环保为能动环保，应以衡平理念指导环境规制竞争。我国虽已初步建立了环境规制竞争的体系，但还存在失衡问题。完善环境规制竞争体系，必须协调好中央和地方、城市和农村、保护合理竞争和惩治非理性竞争的关系。

Competitive environmental regulation can promote environmental protection, and may lead to negative consequences such as pollution transfer. Increasing domestic and international pollution transfer severely damaged the vulnerable ecological environment, thus jeopardizing the entire environment. Guided by equity, competitive environmental regulation can give full play to the enthusiasm of the competitors and change the negative environmental protection to dynamic environmental protection. Although China initially established a system of environmental regulation of competition, there are still many problems. To improve the competitive system of environmental regulation, it is necessary to coordinate relation between central and local, urban and rural areas, protection of reasonable competition and punishment of irrational competition.
