我国剩余劳动力转移的特点与问题主要是，劳动力转移的变化基本上与经济周期波动相吻合；有较强的地域性；技能水平偏低；农村剩余劳动力的成因主要有政策制度、科技进步、城乡收入差距以及产业结构调整等因素。农村剩余劳动力转移能促进农村居民人均纯收入的提高，改变居民生活方式，促进农村消费观念的改变，回乡投资促进农村地区经济，开放农村消费市场等积极影响。也有政策难以落实，土地抛荒，农村地区消费和经营收入较少等负面影响。应鼓励和帮助劳动力回乡发展，加大资金和技术的投入，扶持乡镇企业的发展。利用转移劳动力智力优势提高农村知识水平和专业技能。

The characteristics and problems of the transfer of surplus labor force in China are mainly that the change of labor transfer is basically consistent with the economic cycle fluctuation,which tends to be strong regional and low skilled. The causes of rural surplus labor force may attribute to policy system,technological progress,income gap between urban and rural areas and the adjustment of industrial structure and other factors. The transfer of rural surplus labor force can promote the per capita net income of rural residents increased,change the way of life of the residents in rural areas,promote the change of consumption concept,promote rural economic investment,open the rural consumer market and other positive effects. There are some negative effects as well,like the difficulty in implementing policies,the idle land,inadequate rural area consumption and less operating income. We should encourage and help labour return by increasing the investment of funds and technology,supporting the development of village and township enterprises,so as to take advantage of the labor transfer intelligence to improve rural knowledge and professional skills.
