乌鲁木齐县实施新型农村合作医疗制度以来，取得了一些成效，大多数农民比较满意。但在实施过程中还存在着筹资难、农民缺乏理性消费意识、报销程序繁琐、经办机构能力不足、管理手段落后、定点医疗机构基础条件差等阻碍因素，针对此提出对策：多元筹资、加大宣传力度、完善制度设计、加强经办机构能力建设、加快网络信息化步伐、增加政府公共财政投入。
오로목제현실시신형농촌합작의료제도이래，취득료일사성효，대다수농민비교만의。단재실시과정중환존재착주자난、농민결핍이성소비의식、보소정서번쇄、경판궤구능력불족、관리수단락후、정점의료궤구기출조건차등조애인소，침대차제출대책：다원주자、가대선전력도、완선제도설계、가강경판궤구능력건설、가쾌망락신식화보벌、증가정부공공재정투입。
Since the implementation of the new rural cooperative medical system in Urumqi county. It has achieved some success and most of farmers are quite satisfactory. But it still exists funding difficult, farmers who are lack of consciousness of rational consumption, reimbursement program trival, and lacking the ability to agency organization, backward management means, the hinder factors of poor basic conditions of certified medical institution, and so on . For this proposed the countermeasure:the pluralistic financing, to intensify propaganda, to improve the system design, to strengthen the construction of ability of agency organization, to speed up the pace of network information technology, and increase government public financial inputs.
