对于涉及标准必要专利的经营者集中，美国等发达国家和地区的反垄断执法机构在附加限制性条件方面，多采用谨慎的干预立场，重点强调对集中后当事人的行为进行事后监管。鉴于国内相关市场的竞争条件不同、执法机构设置的特殊性和知识产权反垄断指南的缺位，我国反垄断执法机构更适宜采用较为积极的事先干预立场，尽可能细化限制性条件的具体内容，以确保限制性条件的可执行性。

They generally regulate the behavior of the parties after the completion of the transaction. But china's market conditions and enforcement agencies is different from developed countries. We should adopt a more positive attitude and refine the specific content of restrictive conditions in order to ensure its implementation.
