城市发展和规模扩大导致了外部资源向城市中心集聚，城市中心因而占有了更多资源，对教育的发展产生了影响。该文以典型集聚区--海淀区的基础教育信息化作为研究对象，重点探索海淀区基础教育信息化发展的思路、模式和效果。该研究对海淀区29所基础教育学校进行了实地调研和深入了解，收集并分析了大量的相关资料。研究发现，海淀区基础教育信息化在发展的过程中受到了“集聚方效应”的影响，总结归纳出了海淀区基础教育学校信息化自主发展的思路、总模式以及五种子模式，并分析了“集聚方效应”对教育信息化产生的影响以及海淀区基础教育信息化取得的成效和存在的问题。该研究以典型的资源集聚区基础教育信息化为研究对象，为了解全国其他资源集聚区的区域基础教育信息化发展提供了参考和借鉴，能够在一定程度上指导资源集聚区制定基础教育信息化发展策略。

The urban development led to the accumulation of external resources to urban centers, thus urban centers took possession of more resources and had an impact on education. As a resource center, Haidian District’s Basic Education Information has been the object of this study. This study has focused on Haidian District’s Basic Education Information, exploring the development of information technology ideas, patterns and effects. In this study, we have researched 29 basic education schools in Haidian District , collected and collated a lot of relevant information. We found that Haidian District’s Basic Education Information has been affected by "Agglomeration Square Effect" in the process of development. We also summarized the "Independent Development Model"and 5 modes, researched the influence of "Agglomeration Square Effect", the effectiveness of Basic Education Information and the problems, in order to provide reference information for other regions which are under the inlfuence of“Agglomeration Square Effects”.
