论文旨在构建公路应急能力评价模型，利用一套完整的评价体系对公路应急制度建设加以完善，使其发挥更好的应急能力。采用层次分析法( AHP)确定指标权重、模糊综合评价方法( FCE)得到指标的隶属度，融合两种方法，结合河南省公路的实证研究，对多指标多层级的应急能力综合评价问题进行处理。权重值、评价结果分别表示公路应急能力建设中应给予各项指标的关注度，及对各指标的应急能力评判。公路应急能力评价体系及构建的评价模型，不仅对河南省公路提出了建议，也为我国公路应急能力的整体提高提供参考。

Road is the foundation of emergency disposal and support,and this paper aims to build an evaluation model of road emergency response capability,with which to improve the emergency system construction, thus making it exert better emergency response capability. This paper re-spectively uses AHP and FCE to determine the weight and membership of evaluation indicators, and deals with the multi-indicator-level emergency response evaluation issue by fusing the two methods with an empirical research of Henan Road. The weight and evaluation respectively re-present the attention that should be given by locality in emergency response construction,and the emergency response capability of indicators. The road emergency response evaluation system and evaluation model not only provide suggestions for Henan road,but also provide a reference for the overal improvement of road emergency response capability in China.
