砂石矿产是新型工业化城镇化建设最基础的原材料资源，我国砂石矿产资源丰富，供需需求旺盛，开采总量大。从管理的角度来看，我国固体矿山采矿权的50%以上是砂石采矿权，砂石资源开发企业以中小乡镇企业为主，其管理以基层管理为主。砂石资源开发点多面广、小型企业主导、基层管理为主的特点为砂石资源管理带来一定的困难。本文从砂石矿产资源开发利用、市场需求和管理现状出发，总结了砂石资源管理存在的问题，并结合各地探索的有特色的砂石土矿管理经验，提出了提高砂石资源开发利用准入门槛、差别化退出机制、规范砂石采矿权管理制度及提高审批效率等方面的对策建议。

In China, because of low level of sandstone resource development and utilization with many small-sized mines, large-scale and intensive degree has not been formed. Moreover, there is strong demand in sand and stone resources market;as a result, the overall capacity is tight. At present, yet, while relative sound framework of institutions has been formed in the management of sand and stone;service consciousness has been improved;service-oriented innovative approaches have been emerged, constraints that are not adapted for developing situation have existed, and institutional obstacles could be improved. Under these circumstances, we should raise the standard of minimum exploiting scale, and technical barriers to entry with regard to sand and stone resources development and utilization. Exit policy should be implemented very differently so that the development and utilization will be done on the scale required and be moreintensive. Transfer system of mining exploitation right should be further standardized and improved. Approval requirements and approval process must be simpliifed. And the communication and coordination with relevant departments and the linkage mechanism should be established.
