基于山西省矿山地质环境现状及其在矿山地质环境管理方面存在的治理恢复资金投入不足、保护与恢复治理缺乏长效机制、管理职能交叉严重等问题，山西省矿山地质环境恢复治理机制改革的重点应为：(1)建立能够督促所有矿山企业落实恢复治理责任的保证金制度；(2)建立社会资金参与矿山地质环境恢复治理的激励机制。促进矿山地质环境恢复治理机制改革的保障措施主要包括建立矿山地质环境管理协调机制、明确划分保护与治理责任、发挥政府投入的扶持引导作用。
기우산서성광산지질배경현상급기재광산지질배경관리방면존재적치리회복자금투입불족、보호여회복치리결핍장효궤제、관리직능교차엄중등문제，산서성광산지질배경회복치리궤제개혁적중점응위：(1)건립능구독촉소유광산기업락실회복치리책임적보증금제도；(2)건립사회자금삼여광산지질배경회복치리적격려궤제。촉진광산지질배경회복치리궤제개혁적보장조시주요포괄건립광산지질배경관리협조궤제、명학화분보호여치리책임、발휘정부투입적부지인도작용。
This paper argues that insufifciency of restoration and control investment, shortage of a long-term effective mechanism to protect and control mining geological environment, and serous cross functions of management are the main problems that they face in the management of mining geological environment in Shanxi province. Therefore, this paper points out that the focus of the reform in Shanxi province is to establish both margin system which is aimed at urging all mining enterprises to implement their responsibility to restore and control mining environment, and incentive mechanism for attracting social funds to this restoration and control. In doing so, supporting measures to deal with the mechanism reform include the following:the establishment of mining geological environment management coordination mechanisms, clearly deifning the protection and management responsibility, and exerting the function of government's supporting and guidance.
