在文献研究基础上,从全社会科技资源配置的角度研究高校科技资源配置与其他创新主体的关系,建立高校科技资源配置影响因素的结构模型,运用统计数据进行结构方程模型拟合。据此,以高校为主导的协同创新模式是适合我国国情的科技资源配置模式,可以推动内部和外部资源配置的良性循环,优化高校科技资源配置效率。建议将高校、外部环境与内部创新平台联系在一起整合成高校主导的协同创新中心,加强高校科技资源的有效配置。

Based on the literature search,this article researches the relationship between the allocation of colleges and uni-versities’S&T resources and other main bodies of innovation,then builds SEM of influence factors of the allocation of col-leges and universities’S&T resources and has a SEMfitting through statistical data. According to this,the collaborative in-novation model dominated by colleges and universities is the best science and technology resource allocation model for China's actual conditions. It drives the positive cycle of the allocation of internal resources and external resources in order to opti-mize the allocation efficiency of science and technology in colleges and universities. The university-led collaborative inno-vation center integrated by colleges and universities,external environment and internal innovation platform will be good to improve the effective allocation of scientific and technological resources in colleges and universities.
