包括青岛在内的沿海大城市已将都市型现代农业作为农业转型发展方向，在追逐效益最大化的同时，往往忽略粮食生产问题，粮食安全存在潜在危险。通过对即墨市97户农户粮食生产情况的调查，分析了即墨粮食生产的现状、问题与对策，研究结果表明：以维持简单再生产为基本特征的小农生产方式仍然是郊区县域粮食生产的基础；粮食安全是外部性显著的系统工程，稳定粮食播种面积是首要决定因素，需要政府、包括农户在内的粮食生产者、制度创新、科技进步等多方面、多层级的耦合，以提升粮食生产动力和能力。大城市应主动承担相应粮食生产责任，将其作为都市型现代农业的发展重点之一。

Big coastal cities including Qingdao has begun the transformation of traditional agriculture into urban modern agriculture .But when the maximization of economic benefit is chased , grain production is often ignored , which causes potential risks for food security .Through the survey of 97 farmers in Jimo , the present situation , problems and counter -measures of grain production are analyzed .The result shows that the small -scale natural mode of production with the basic characteristics of maintaining simple reproduction is still the basis of grain production in the suburban counties ,and it is the primary determinant for food safety ,as a system engineering with obvious externality ,to stabilize grain acreage .It draws the conclusion that it needs the combination of government support ,grain producers including farmers ,system innovation ,science and technology progress ,and so on ,to promote the motivation and ability of grain production .Coastal big cities should actively take their responsibilities for grain production ,and take it as one of the key issue in the development of the urban modern agriculture .
