海上旅游具有重要的经济价值、社会价值和个人价值，是我国滨海城市竞相发展的新兴产业部门。青岛市虽然在海上观光和游艇等项目上取得了一定的进展，但基础设施较薄弱、产品体系不够完善、管理尚不到位、专业人才缺乏等问题还比较突出。对此，政府可在“公共服务”上着力，应加强海上旅游基础设施建设，完善海上旅游产品体系，提升海上旅游的管理水平，完备海上旅游营销系统，保护海洋生态环境，培养海上旅游人才，以推动青岛市海上旅游业持续健康地发展。

T he marine tourism is of great economic ,social and individual value .It is the new in-dustry that Chinese coastal cities compete to develop .Qingdao has made progress in such items as ma-rine sightseeing and yachts ,but it still has some prominent problems including weak infrastructures , incomplete product systems ,poor management and professional talents deficiency .At this point ,the government can focus on public service .It should strengthen the infrastructure construction ,complete the product systems ,promote the management ,improve the marketing systems ,protect the ecologi-cal environment and cultivate the talents in order to promote the healthy development of the marine tourism industry in Qingdao .
