近年来,旱灾成为贵州省农业气象灾害中影响最广、损失最大的气象灾害,探讨贵州农业旱灾脆弱性意义重大。本文从易损性与适应性两个角度建立了农业旱灾承载脆弱性评价指标体系,并基于贵州1990—2011年共22年的数据进行了分析。结果表明:贵州农业易受干旱影响,易损性逐年上升,适应性逐年下降。对此,应调整旱地作物和需水作物的比例,加强水利建设,完善耕地保护,促进土地流转和构建灾害救助联动机制。

근년래,한재성위귀주성농업기상재해중영향최엄、손실최대적기상재해,탐토귀주농업한재취약성의의중대。본문종역손성여괄응성량개각도건립료농업한재승재취약성평개지표체계,병기우귀주1990—2011년공22년적수거진행료분석。결과표명:귀주농업역수간한영향,역손성축년상승,괄응성축년하강。대차,응조정한지작물화수수작물적비례,가강수리건설,완선경지보호,촉진토지류전화구건재해구조련동궤제。
In recent years,drought has become most widely affected and agro-meteorological disasters in Guizhou Province,so study of Guizhou Drought Vulnerability discussion is significant.From the perspective of vulnerability and adaptability,the study tried to establish vulnerability system of assessment index for agricultural drought bearer.Analyzing 22 years of data from 1990 to 201 1 in Guizhou Province,we get the results that agri-culture in Guizhou Province is easily affected by drought,vulnerability increased and adaptability declining year by year;therefore,we propose three counter measures as follows:adjusting dry land crops and crop water de-mand proportion to strengthen water conservancy construction,improving farmland protection,promotion and transfer of land to build disaster relief link age mechanism.
