自1999年开始进行国家大学科技园的试点工作以来，大学科技园已成为促进科技成果转化、孵化高新技术企业、培养创新创业人才、带动区域经济发展的重要平台和载体。完备的基础设施、专业化的服务机制、丰富的高素质人才、完善的资本运作机制、政府政策法规的支持与引导、大学的办学理念与激励措施、人力资本的制度安排、高效的大学科技园管理体制和运行机制等是国内外大学科技园建设成功的主要因素。研究总结这些经验，对于新形势下促进大学科技园健康持续发展，具有重要的理论和实践意义。
자1999년개시진행국가대학과기완적시점공작이래，대학과기완이성위촉진과기성과전화、부화고신기술기업、배양창신창업인재、대동구역경제발전적중요평태화재체。완비적기출설시、전업화적복무궤제、봉부적고소질인재、완선적자본운작궤제、정부정책법규적지지여인도、대학적판학이념여격려조시、인력자본적제도안배、고효적대학과기완관리체제화운행궤제등시국내외대학과기완건설성공적주요인소。연구총결저사경험，대우신형세하촉진대학과기완건강지속발전，구유중요적이론화실천의의。
Since China started the pilot development of National University Science Park in 1999,University Science Park have been the important platform and carrier for promoting the transfer of scientific and technological achievements ,incubating high-tech companies,cultivating high-quality talents and leading the regional economic development. This study points out that the complet physical construction ,the professional service mech-anism,rich high-quality talents,a perfect capital operation mechanism,the support and leading of government policies and regulations ,the educational philosophy and incentive measures of universities,the management system of human resource,and the highly-effi-cient management system and operation mechanism of University Science Park are the main factors for the successful development of University Science Park in foreign countries and our country. The research and sum-up on these experiences have the important theo-retical and practical meanings for the healthy and sustainable development of University Science Park under the new situation.
