在分析西安市城市供水系统现状的基础上，构建了基于调度规则控制的西安市多水源联合调度模拟模型。通过对水资源系统用水户和供水户等主要环节所涉及的要素和相互链接关系进行分析，抽象概括出系统中的主要对象，建立了满足西安市联合调水目标要求的多水源联合调水系统网络结构图。模型以1956-2010年的长系列水文资料和规划水平年需水预测为依据，进行了供需平衡分析，得到了不同情况下的多水源联合调度结果，并针对水资源供需矛盾，提出具体的应对措施。

Based on analyzing the present situation of water supply system in Xi'an,the paper established a joint operation model multiple water sources under the control of scheduling rule .On the basis of analy-zing the relevant elements in the process of water user and water supplier as well as the relationships a-mong them, it summarized the main objectives in the system and set up the sketch of joint operation sys-tem network of multiple water sources for meeting the objective and requirement of joint water transfer. According to the historical hydrological data from 1956 to 2010 and the predicted water demand for city development planning, the paper analyzed the balance of supply and demand and got the results of joint water transfer under different schemes.Aiming at the contradiction of water resources supply and demand, it put forward some concrete response measures.
