构筑安全农产品流通系统是解决农产品质量安全问题的有效途径之一。安全农产品流通系统主要包括核心层次要素、辅助层次要素与外围层次要素。为保证安全农产品流通功能的实现，核心要素层的价格机制、利益联结机制、监督机制，以及外围要素对核心要素的激励机制、约束机制、风险防范机制和预警机制须健全并发挥作用。当前我国构建安全农产品流通体系的重点在于变革制度设计，完善安全农产品流通机制；加快硬件建设，强化软件服务；加强监管，提高激励强度。

Building the safe agricultural product circulation system is one of the effective ways to solve the problem of safe agricultural product. Elements of safe agricultural products circulation system include core factors,auxiliary factors and peripheral factors. To ensure the realization of safe agricultural products circulation function,the price mechanism,interest’s connection mechanism and supervision mechanism of core factors,and incentive mechanism,restriction mechanism,risk prevention mechanism and warning mechanism of peripheral factors should be perfected and play their roles. At present ,the keys for us in building the safe agricultural product circulation system are to change the system design,improve the safe agricultural product circulation mechanism,speed up the development of hardware,strengthen software services,enforce supervision and increase incentive intensity.
