乌东德水电站是金沙江下游河段规划建设的最上游梯级水电站，建设征地具有淹没范围广、人口众多且少数民族比重大等诸多特点。针对乌东德水电站建设征地特点，创新了实物指标调查的技术手段和方法，运用实物指标采集系统和摄影摄像技术，大大提高了调查的准确性和效率，为规划大纲的编制提供了翔实可靠的基础资料。介绍了移民安置规划工作过程和取得的主要成果，总结了移民安置实物指标调查及规划大纲编制工作的经验，可为今后移民安置规划工作提供借鉴。

Wudongde Hydropower Station, the most upstream cascade hydropower station on the lower Jinsha River, is planned to be constructed. There are several challenges of extensive submerged areas, large population and high proportion of ethnic mi-norities in the land acquisition for construction. In view of the characteristics of land acquisition, both the technological means and investigation methods are innovated, and the acquisition system for property index and photography technology are used, which have greatly improved the accuracy and efficiency of the investigation, providing a basis for compilation of the planning out-line. The working process and main achievement of resettlement planning are introduced, and the physical indicator investigation for resettlement and the experience in compilation of planning outline are summarized to provide references for future resettlement planning.
