乌东德水电站坝址河谷狭窄,岸坡陡峻,地质条件复杂,但工程泄洪、导流量大,机组数量多、装机容量大,导致枢纽布置难度很大。为充分利用地质条件优良的有限地层,避开不良地质构造,提高主体工程运行的安全性和可靠性,在对泄洪消能、施工导流方案进行充分研究的基础上,经多方案比选,确定了河床布置混凝土双曲拱坝、3条泄洪洞在左岸靠山侧布置,两岸地下厂房靠河侧布置、导流洞靠山侧布置,取消导流底孔,尾水洞部分与导流洞结合的枢纽布置方案。

Wudongde Hydropower Station is located at deep and narrow valley area with complex geological condition, moreo-ver the project is confronted with great challenges such as large flood discharge and diversion volume, many generating units as well as high units capacity, which results in difficulties for general layout of hydro-complex structures. For fully utilizing the limited fine geological stratum and avoiding worse stratum to improve the safety and reliability of the project, we thoroughly study and compare the alternatives of flood discharge and construction diversion solutions. The finally adopted general layout is de-scribed as follow:a double-curvature arch dam arranged in the river bed with 3 discharge tunnels deployed in deeper part of the left bank mountain;underground power houses at two banks are arranged adjacent to river side with diversion tunnels deployed in deeper part of the bank mountain;the diversion bottom outlets are canceled, and parts of the tail water tunnels are integrated with diversion tunnels.
