成昆铁路的提速改造为修改乌东德水电站原订的950 m正常蓄水方案提供了有利契机,可使乌东德水库正常蓄水位抬高几十米。从水库正常蓄水位抬高对成昆铁路、及攀枝花市防洪及水环境、雅砻江口生态环境的影响以及水库淹没指标、工程经济效益等方面进行了综合分析。分析结果表明,乌东德水电站正常蓄水位提高至975 m,可获得较好的经济效益,且对环境、防洪、移民的负面影响不大。

Speeding-up and upgrading of Chengdu-Kunming Railway creates a favorable opportunity for revising the planned 950 m normal storage level ( NSL) of Wudongde Hydropower Station, namely, the NSL can be raised for several dozen meters. This paper presents a comprehensive analysis for the influences of raising the NSL on Chengdu-Kunming Railway, flood control and water environment in Panzhihua City, ecological environment in the estuary of Yalong River, as well as the reservoir inunda-tion indexes and project economic benefit, etc. The analysis results show that the NSL of Wudongde Hydropower Station raised to 975m can obtain better economic benefit, and meanwhile, its impact on environment, flood control and resettlement is not large.
