产业集群不仅可以提升企业的竞争力，而且对区域经济的发展起了巨大的推动作用。本文运用GEM模型建立青岛旅游产业集群竞争力评价指标体系，运用层次分析法对指标赋予权重，并对青岛旅游企业和专家进行问卷调查获取数据，以此分析青岛旅游产业集群竞争力。结果显示，青岛旅游产业集群竞争力总体上有一定优势，但是企业的结构、战略和竞争表现的比较弱。针对出现的问题，提出提升青岛旅游产业集群竞争力的对策建议。

Industrial clusters can not only enhance the competitiveness of enterprises, but also for the regional economic de-velopment has played a significant role in promoting. In this paper, GEM model Qingdao tourism industry cluster competi-tiveness evaluation index system, AHP weights given to the indicators, and Qingdao tourism enterprises and experts conduc-ted a questionnaire survey to obtain data, in order to analyze the competitiveness of the tourism industry cluster in Qingdao. The results show that there are certain advantages in general Qingdao tourism industry cluster competitiveness, but the struc-ture of enterprises, strategic and competitive performance is relatively weak. For emerging issues, propose countermeasures to enhance the competitiveness of the tourism industry cluster in Qingdao.
