分析公共危机事件网络舆情风险因素，构建网络舆情风险管理的HHM框架，确定重要风险场景，重点研究“官方行为---舆情热度”风险场景，并将HHM框架转换为指标体系，应用AHP法和ABC法进行风险量化和评级，为政府公共危机事件网络舆情风险管理提供参考。

This paper first analyzes the risk factors of the public crisis event's network public opinion. Then it constructs the HHM frame-work for the risk management of network public opinion, identifies important risk scenarios, focusing on the"official behavior -- public opinion hotness degree" risk scenarios, and changes the HHM framework into an index system. In addition, AHP method and ABC meth-od are applied in risk quantification and rating. The findings provide a reference for the government to handle the risk management of pub-lic crisis event's network public opinion.
