治理现代化既是全面深化改革的目标，也是新时期改革的重要手段。面对纷繁复杂的治理理论，在我国占主流的当属制度论，即将国家治理体系和治理能力现代化建设着眼于制度体制机制的完善及改革创新上。历史唯物主义地看，治理是一种社会实践活动，是由治理理念、环境、目标、主体、客体、资源、方式、模式、结构等要素组成的一个有机整体。基于治理的基本要素，我国治理现代化应包括治理理念共赢化、治理环境复杂化、治理目标综合化、治理主体多元化、治理客体问题化、治理资源市场化、治理方式法治化、治理模式网络化等主要方面。

Governance modernization is not only the goal of comprehensively deepening reform , but also an important method of reform during the new period . In the face of the complicated theory of governance , the mainstream is the system theory in our country , w hich improves system of systems and mechanisms to promote the modernization construction of national governance system and governance ability . In the view of historical materialism , governance , an organic w hole composed by the elements of governance concept ,environment ,target ,subject ,object ,resources ,ways ,mode ,structure ,etc ,is a kind of social practice . Based on the basic elements of governance , the main aspects of governance modernization in our country should include the win-win governance concept , the complicated governance environment , the comprehensive governance goal , the diversification of governance body , the problematic governance object , the marketing governance resources , the legal governance way , and the network governance mode .
