研究目的：剖析中国地方产业用地标准，厘清标准改进总体思路，探讨设计标准关键技术，以期为未来地方标准制修订提供理论指导及技术支撑。研究方法：理论研究法，文献研究法及对比分析法。研究结果：中国地方产业用地标准存在行业分类依据有失妥当、区域等级划分依据不足、指标合理性有待斟酌、标准执行部门单一等现实问题。研究结论：从社会经济发展背景、土地资源管理职责的两大战略转变，探讨中国地方产业用地标准改进总体思路，突出用地调控与产业引导的双重目标导向；紧扣标准存在问题，针对行业类型归整、区域等级划分、控制指标设置、执行部门联动4项关键技术，进行了初步框架设计。

The purpose of this paper is to analyze the criteria of supplying industrial land at local level in China, design the overall framework of ameliorating the current criteria, and preliminarily study the key technical design. The study may provide theoretical guidance and technical support for the practical need. Research methods include theoretical analysis, literature exploring and comparative analysis. The results show that the existing criteria for industrial land supply at local level have some problems, such as classification basis is inappropriate, regional hierarchies are insufficient, indexes are unreasonable, and monitoring and enforcement are too narrow. The paper concludes that four key technologies of the criteria of industrial land supply, including industry type attribute, regional hierarchy, control index set, and enforcement are discussed in the paper. The discussion may serve as the reference for the amelioration of the criteria at local level, emphasizing the two governmental goals of land use control and industrial selection.
