为促进我国城市社区卫生服务健康发展，实现人人享有卫生保健的目标，本文根据城市社区卫生服务发展的现实情况，从政策制度、人才培育、考核评价、双向转诊等方面深入分析了影响其健康发展的系列问题，并针对存在的问题提出了完善政策法规体系，加强人力资源建设，建立科学管理机制，促进双向转诊的对策。
為促進我國城市社區衛生服務健康髮展，實現人人享有衛生保健的目標，本文根據城市社區衛生服務髮展的現實情況，從政策製度、人纔培育、攷覈評價、雙嚮轉診等方麵深入分析瞭影響其健康髮展的繫列問題，併針對存在的問題提齣瞭完善政策法規體繫，加彊人力資源建設，建立科學管理機製，促進雙嚮轉診的對策。

In order to promote the healthy development of city community health service in China and to achieve universal access to health care, the article analyzes the series of problems affecting the healthy development of city community health in China from policies systems, personnel training, assessment, two-way referral system according to the current status of the development of city community health services, In view of the existing problems, the article put forward the countermeasures to improve policies and regulations system, to strengthen the human resources construction , to establish scientiifc management mechanism, and to promote two-way referral.
