修建铁路,由于路程一般都在数百公里甚至千公里以上,跨越河流、山沟是不可逾越的事。文章以锦赤铁路跨越小凌河为例,从项目建设对行洪安全、对河势、对防汛抢险、对现有水利工程及设施、对相关规划的影响方面进行了防洪综合评价,这既是工程设计必须的程序,也是保证铁路自身安全及周边区域防洪安全的基本依据。

The construction of the railway,as the distance was generally in hundreds of kilometers or even thousands of kilometers above,it is inevitable to cross the rivers and valleys .Taking the Jinchi Train Bridge across the Xiaoling River as an example, flood control comprehensive evaluation is conducted from flood discharge safety, the impacts on river regime, flood control and danger relief, existinghydraulic engineering and facilities and relevant planning .It is not only an essential procedure of engineering design,but also the crucial basis to ensure railway safety and flood control safety of the surrounding areas.
