文章在考虑不同区域存在技术差距的前提下，首次运用共同前沿考察了2002-2012年中国三大区域的创新效率，并定量测算中国区域创新水平的差异性。研究发现：中国总体创新效率偏低，创新水平有巨大的提升空间，实现创新驱动发展的目标依然任重而道远；参考不同技术集合，三大区域在群组前沿和共同前沿下呈现不同的发展格局；东部区域与当前全国最优创新水平非常接近，而中西部区域创新技术缺口比率始终低于全国平均水平，且波动幅度较大；三大区域之间的创新水平差距有可能进一步扩大。

The paper explores China’s three regional innovation efficiencies from the year of 2002 to 2012 by applying metafron-tier for the first time in consideration of the existing technology gap among different regions, and measures quantitatively the differences of regional innovation level. The results show that China’s overall innovation efficiency is lower, which leaves a huge space to improve the level of innovation. China still has a long way to achieve the goal of innovation-driven development. In addition,three regions under group frontiers and metafrontier present different development patterns based on different tech-nology-sets. The findings also demonstrate that the level of innovation in eastern regions is very close to the national optimal lev-el,whereas the innovation technology gap ratios in central and western regions are always lower than the national average level and have higher fluctuations. Meanwhile,the gap of innovation level among three regions is likely to expand further.
