由于正外部性使私人收益和社会收益不一致，是抑制农民开展低碳农业发展的重要因素，为了使低碳农业的发展量接近有效产量，通过政府的公共财政政策是达到有效产出必要的手段。目前，我国财政政策在支持低碳农业发展方面存在财政补贴额度不足且增长缓慢、专门性财政预算空缺、专项补贴结构不合理、科技投入比例较低等问题。我国应采取增加财政投入，扩充低碳农业资金实力；设立低碳农业的专项预算项目，完善低碳农业发展的制度保障；优化财政补贴结构，完善科技转移支付制度等公共财政政策，支持低碳农业发展。

Discouraging personal income restrains farmers from developing low-carbon farming practices which contributes to social ben-efits a lot. In order to strike a strong balance between individual interests and social benefits that conflict with each other owing to positive externality, the government should put in place appropriate public fiscal policy subsidizing low-carbon agriculture and enabling it to run effectively. Currently government subsidies for low-carbon farming are small in total amount and grow at a slow pace. And there is no bud-get planned for it in public revenue. In addition, low-carbon farming is also challenged with the irrational structure of subsidies and insuf-ficient investment in technological innovation. The government should invest heavily and build a strong capital pool for low-carbon farming industry. At the same time, the government should set a special item for low-carbon farming in making fiscal budget, improve a guarantee system of developing low-carbon agriculture, structure of subsidies, and transferring system of technological payment for it.
